Off-page seo deals with the creation or proliferation of inbound links that are themselves optimized for the web pages’ keyword or keyword phrase. When the search engines see that there are many inbound links to your web page that have similar topics to your web pages they will assume that your web page is viewed by other web pages as being respected as a web page specializing in your chosen keyword.
